On Monday, a sunny bank holiday, Dutch restaurants, bars and museums — but not, notably, the smoke-filled coffee shops — opened their doors to the public. The day started not with a bang but with a whimper; shops were shuttered but, as noon approached, waiters started bustling about on pavements, arranging tables and hailing old regulars.
